How can I purchase a High-Deductible Health Plan (HDHP)?

Sorry to ask such an ignorant question, but I’ve been googling about this over an hour and filling out forms on web sites and getting nowhere.

As of January 1, 2023, I’ve been without health insurance from my employer, because I switched to an hourly job at 20 hours/week. I’d like to buy a High-Deductible Health Plan (HDHP). I did this many years ago when I had no employer-provided health coverage. Right now, though, I haven’t been able to find a way to buy it. Major insurance companies seem to offer HDHP plans, but I haven’t found a way to buy them on their web sites. So far, all I’ve seen is plans that cost $600/month or more. healthcare.gov says I don’t qualify to buy insurance through them until November 1 of this year.

Can someone tell me how, in today’s world, to buy a High-Deductible Health Plan? Something effective immediately?

If not, can you tell me what the rules are that are getting in the way, or link to a web page where these rules are spelled out?

P.S. I applied for Medicaid two weeks ago but haven’t heard anything back, and their web site doesn’t show any information about status of the application.
