How can I prove I’ve been out of the USA? Special Enrollment Period

Hi folks, so to put it simply I have been in Portugal for the last six years, taking care of my very sick mother. Unfortunately during that time I don’t have any sort of rental agreement since the home that I was staying at is a family home. I do have several doctors records, including tests, CT scans et cetera. I also have some older bills from months back, specifically water bills that were paid in my name. Is this enough to qualify for a special enrolment period and if not, what else would I need to bring?

Not sure if this is also relevant, but I was an ex-New York state resident and my father has always kept my ID. They’re up-to-date, but my plans are actually to move to Pennsylvania because New York is simply prohibitively expensive. I don’t have any sort of income, although I do have some money in savings. What do I do given the situation to acquire healthcare I have a fairly serious condition nine obstructive coronary disease at the age of 35 so I think I would be in a pretty rough position if I didn’t have health insurance and something occurred.
