Hospital discharge delayed due to snowstorm – insurance won’t cover

My husband underwent surgery for an urgent total colectomy on 3/29. He was discharged on 4/5. His last day, 4/4, has been denied coverage by the insurance because "the records do not support the need for an acute hospital stay", due to his condition being stable.
I understand that, medically, he probably could have gone home that day, and that's what the insurance is looking at right now. However, there was no way to discharge him on 4/4 due to a massive snowstorm that nailed our area (we live in southern Maine and he was being treated at Dartmouth in New Hampshire). Both New Hampshire and Maine were telling people to stay off the roads, there were over 300,000 people without power with lots of powerlines down, and trees down everywhere including across my road and the roads between us and the hospital.
I know I need to submit an appeal for this, but what are the odds they will cover that day due to the unsafe discharge conditions?
