My insurance companies created mess that I am trying to sort through. Help please!

Insurance 1: Cobra through Anthem after I was laid off, started December 2022, EPO with $10 copay only per visit no deductible, paid by severance benefit.

Insurance 2: Employer insurance through Anthem started February 2022, HDHP with $3000 deductible then 20% coinsurance.

I am the policyholder on both products

Laughably, but both Anthem insurances say they are secondary: Insurance 1 says so because it is Cobra, Insurance 2 says so because they started later.

My bills stay declined, providers started sending full amount bills to me, and I have been through multiple rounds of conversation with the insurance representatives that lead to the same "we are secondary" for both products.

The questions:

Who should be primary? Any chance that Insurance 2 can really be secondary?

What to do about my piling bills? Will they be re-processed once Anthem decides which is primary, or I am in a big mess here?

Any chance both will continue claiming as secondary?
