HealthNet CA Lactation Support

I switched to HealthNet from Kaiser to deliver my second baby and am surprised to learn that my hospital (baby friendly hospital at that) does not have outpatient lactation support. They will refer me to another hospital program but it’s out of network. HealthNet says it will cover lactation support but will need prior authorization from my medical group and a referral (dr is happy to provide one). I called my medical group but they don’t do pre authorization for lactation consultants because they’re not technically providers so dead end there. Does anyone have any experience with this? I’m not familiar with the insurance world so any guidance is appreciated. I just cannot believe that postpartum lactation support is not provided–blows my mind! I should mention that I would like to hire a IBCLC for an in home consultation and want to get that reimbursed by HealthNet. I read that insurances legally need to cover lactation support under the ACA and bough there’s a caveat if the insurance was grandfathered in or not. Not sure on the jargon.
