Healthcare plan for Greencard holders in Nyc

My dad is moving to usa to stay with me permanently. He’s 65+ and healthy. He will get green card next year.

Was curious to know if he would qualify for ACA. I think that’s the only option for him as he would not qualify for medicare nor medicaid. He can bring some liquified assets and will be getting social securities from Korea which will count as his income.

1) i see there are some plans like metroplus and healthfirst that costs roughly $600-700/month. Can he get this until he qualifies for medicaid after 5 years?

2) also, is there a way he could also qualify for medicare? Medicaid I heard is pretty restrictive in terms of coverage and not many doctors accept it unless they are affiliated with bigger institutions. I also fear medicaid might only direct him to the city hospitals.

I know he doesn’t meet credits for free medicare part A but heard there’s $400-500 options (and $130 for part B) for those with credits under 20 something.
