Health insurance plan shared with an abuser – help!

I need some help with a health insurance situation. I have a friend who is an adult and still covered by their estranged parents’ insurance. (Parents are controlling, abusive assholes.)

This person needs to see a doctor for a variety of reasons, but they can’t change doctors without plan information from their parents, and if they visit their current doctor, he calls the parents to update them. This is obviously a HIPAA violation, and we’re in the process of reporting it, but I imagine that will not be a quick process.

They’ve recently been advised to visit the ER to get checked out after getting choked, but cannot afford the ER without health insurance. The last time they visited the ER they asked to not have it run through insurance and it still got back to the parents.

What can we do here? Can they enroll in (WA) state health insurance while still qualifying for their parents’ plan? Is there a way to visit the ER without giving identifying information that won’t leave them paying off a bill for the next few years?
