Health Insurance "loophole" in Cuyahoga County, Ohio? Or am I an idiot?

Long story short: My employer does not offer insurance; I make too much for government assistance with health insurance; and I make too much for subsidies on the marketplace, but not enough to pay 500-1300 a month for health insurance for myself, wife, and two kids (wife is a student). But in my location (Cuyahoga County, Ohio) you can get rated by Metrohealth and your bill is adjusted on a sliding scale. At over 400 percent the FPL, we still get our bills reduced by 75%. This seems as good as any benefit we would ultimately get through insurance, without the premiums. If we leave the county, I address that through a short term plan or an accident plan. Finally, the county does not aggressively pursue unpaid bills, does not report to the credit bureaus, generally does not sue over bills, and allows payments over time. Am I and idiot or I have found a "loophole" to our broken health care system?
