Health care for immigrants on a green card

First off why is the healthcare.gov site soo glitchy? I swear I have to refresh and submit stuff multiple times for it to go through. Anyways, long story short I am trying to get my mum health insurance through the market place but of course based on her income level (which is zero) the application get stuck at "she might be eligible for Medicaid" (which I know she isn't cause she is on a green card). I called them up and they basically said I need a denial letter from Medicaid so that I can proceed with getting healthcare through the market place. Why is it soo damn tedious to get health insurance? Let me just pick what I want so that I can get the care that I need for my mum. Now I am stuck waiting for a denial or having to call them to find out how long it will take to get a denial. I guess my question is has anyone been through something similar? are there any green card holders who have gone through this? I would love to get an estimate of what the cheapest options are. Mum lives in Arizona, no income, 52 years old.
