Having 2 insurances for IVF coverage (CA)

My and my husband plan to undergo IVF freeze all cycle next year. I have progyny coverage through my workplace plans. I currently have kaiser california which does not cover progyny benefit. In the current open enrollment i plan to enroll both me and my husband for Blue cross health savings plan (the only other plan my workplace has) that has the progyny benefit.

I understand I will be primary on this insurance. However my husband would like to keep his kaiser plan from his workplace, which would make kaiser primary for him, and my blue cross secondary for him. We are 100% sure we dont plan on having IVF with kaiser, so we definitely would be using the progyny benefit, but since it would be a secondary benefit for my husband, Progyny has told us that kaiser would have to give him an either a form that says the benefit is not covered or an explanation of benefit that denies the claim so that secondary can pay for the progyny claims.

Can we run into issues where the blue cross denies my husband’s claim? I understand that blue cross would need to consider kaiser’s denial “enough” to begin paying. Has anyone else been in this situation?

For reference my husband’s kaiser plan does have infertility benefits but at much higher price. Could secondary use that as a reason to deny progyny claim?
