Have to wait 6 months for dental service after changing/switching dental plan?

This is a weird one. My mom is with united under medicaid, it came with dental coverage and she used it in April for a check up because she needs a tooth extraction, and she also did a teeth cleaning earlier this month in June. The out of pocket cost for that tooth extraction plus bone graft is pretty high so we're looking for other options. We just enrolled her into a CDPAP that specifies she has to use liberty dental which comes with the CDPAP, and we also got assigned a dentist. So far so good, I figured why not check out how much it would cost here. We called up the assigned dental office but was told because she used dental services with united healthcare, she cannot go to them and have them do anything for her. She will have to wait 6 months to December before they can do anything for her, because otherwise they won't get paid.

I called liberty dental and the lady on the line also have no idea what the person in the dental office is talking about. I think she mentioned something about because both united and liberty dental are under medicaid or medicare so we have a 6 month waiting period? Does this sound right? Or does that person just have no idea what she is talking about? Do we just have to wait 6 months before we can get her tooth extracted? Luckily it doesn't hurt much but I don't want the tooth to get too bad before we take care of it.
