[Georgia] Income considerations for Marketplace insurance?

I’ve always had health insurance through work, but can no longer do my physical labor job due to a degenerative condition that fuses the spine. My state did not expand Medicaid (GA), so I understand that my only option for ACA compliant insurance will be through the marketplace. I desperately don’t want to mess this up (as my health and earning potential have tanked).

My details / questions –

Instead of applying with a SEP (insurance loss thru job loss) when my job ends (August 31), I plan to enroll in the open enrollment period for a 2023 start date. My company gave me the option to keep my current insurance thru the end of 2022. I will have $0 income Sept-Dec as I will be having a spinal procedure and recovering.

Is my APTC for 2023 health insurance necessarily based on my 8-month gross 2022 income (either 48K or 64K depending whether I take a final project with a lot of OT and a bonus), or can I use my expected 2023 income (14K part time job, as I will still be recovering from surgeries & will take classes to train for a non-physical field)?

I desperately hope for a significant APTC to be able to afford a higher tier BCBS health insurance as none of my doctors accept Oscar or the affordable bronze level plans. If the APTC is based on my 2022 income, should I skip the last big project to keep my gross income at 49K? (It’s maybe not a purely financial decision as the job will take a physical/mental toll).

Misc – I do not have significant savings due to past medical expenses (late wife had cancerx3). I do not expect to receive unemployment or apply for disability. I can’t move to a state with expanded Medicaid as I will have help from a family member after my surgeries to help with aftercare and transportation to appts.
