FYI: Provider would not answer questions without taking me through the sales process

I had some questions about some of the plans on healthcare.gov.

I decided to call the provider and ask them.

They would not answer my questions without pulling me through the sales process. Name, address, phone number, "hey, I just have a question about these two plans…" "we have to see if you're eligible for them…" ok anyway, so I ask all my questions about deductible and copays and etc., meanwhile I'm in the system because they literally wouldn't answer my questions otherwise, but I had to find out how much dermatology and physical therapy cost, etc. So then at the end, I asked "what is the difference between signing up with you vs doing it on healthcare.gov?" They said with them is better because there is some legal stuff they need to explain to me AND because that's how they make their living and "they've already spend an hour on the phone with me." The reason we had to spend an hour is because you wouldn't answer my questions until you took me through the whole process. I asked if they were paid based on sign up and they said yes. I'm not opposed to people getting paid for getting clients (yes I am, commission is annoying) but if they had spent 10 minutes answering my questions, there wouldn't have been this discomfort of trying to make me feel like I owe them my business now. I'm probably going to buy this plan anyway (it was nice), but that's annoying. FYI it was a well known provider, not the one that gets mentioned here regularly as being a scam. Anyway, health insurance is bewildering and I feel like you should be able to talk to someone if you have questions.
