FSA admin says my 2021 FSA won’t roll over until Jan 2023, do I have any way to pay for 2022 expenses?

In 2021 my wife and I started trying, and got pregnant with our first child. Because I hadn’t gone to the doc during covid and had stuff I had a lot in my FSA account already. Knowing that anything we didn’t spend in 2021 would be allowed to roll over to 2022, I calculated what I thought the amount We’d be charged after insurance for all the baby stuff, plus the max I could roll over to the next year, and a little cushion. I made a specific point to call the FSA rep and talk through the plan with them so I wasn’t making assumptions, I was under the impression that the funds from the 2021 FSA would roll over into the 2022 FSA after April 15th after the tax year. Now I attempt to make a payment and the FSA rep says that the 2021 FSA won’t roll into the 2022 FSA until Jan 15th 2023. So now I’m unsure how to deal with this. I’m gonna call the hospital billing center to see if they’re ok with me paying my bills in full slightly late. But if they’re not obligated to help me do I have any recourse with the FSA company? Is it a legal thing that they can’t roll over my FSA early? Or a company policy that I can perhaps get them to work through? Is it even worth asking them to go through the call logs to confirm I was told this was a possibility?
