Friends mom is withholding insurance info, can that count as uninsured?

I will try to get all the facts in but basically, my friend who is 21 is a dependent, and their mother is withholding insurance information so they can't get a vaccine covered by insurance. They live in Texas, where if you're uninsured you can get a vaccine for 10 dollars, but since they don't have Medicaid, and don't have access to their medical information (not exactly a safe and easy household either) is it possible for them to count as uninsured? Or do they have to pay out of pocket? They need to get the covid vaccine and the bacterial meningitis vaccine for college, but because they can't drive (not really allowed out of the house) going and getting info themself isn't really an accessible option. I am happy to answer more questions if needed, but just would like to know if it's against the law/viable for them to go to Denton county clinic to get it for 10 dollars, as they are trying to save up to get out of there in the long run.
