Freak Accident with an International Student with No Insurance

My friend has broken two bones in his left arm after falling from his cycle.

He is an international student on OPT in the US.

This happened on Friday around 10:30pm ish and we rushed him to the hospital by 11pm and checked him in around that time and mentioning that he does not have an insurance plan.

From the scan results and we found out that my friend had broken two bones in his left arm and it was past midnight.

The emergency response team consulted with the surgeon and the surgeon said that he would check the patient and make a call on the next step on Monday and asked us to give the surgeon a call on Monday morning to schedule an appointment for the same.

The ER team give him some painkillers and put his arm in a cast and was discharged.

If we were to buy an insurance plan now that starts on Sunday, would it cover the surgery and any other related costs from Monday onwards since the patient was initially checked in without insurance?

What other ways can we best navigate this situation?

What is the best way to get the most out of financial aid? How should we approach this and what should be detailed while applying for it?
