Family member suddenly disabled. I need help wrestling with his insurance, MediCAL.

I’ve had a recent family medical emergency that has rendered a 50-ish year old family member unable to care for himself. The symptoms are like a serious stroke.

I’m navigating the insurance landscape. Not simple and I feel like I’m strolling through a mine field.

He will be discharged from the hospital in the next few days. His doctor wanted to discharge him to a Long Term Acute Care (LTAC) facility but his medical insurance (MediCAL, Healthnet) says he “does not meet the criteria for LTAC” so they will only approve a Sub-Acute care facility. He is in the Los Angeles area.

Condition: Trachea to protect his airway. Unable to speak. Alert, easily tires. Can respond to commands. Bedridden.

We don’t have a Power of Attorney yet. Need to get that.

Can we get him covered by one of the decent insurance options of his parents, getting him off of MediCAL?

How do I wrestle with the Health Insurance company, without Power of Attorney?

Where do I start?

Thank you Redditors.
