Eye contacts exam became a full eye exam?

I’m in New York and have health insurance through my employer.

I went to a small eye clinic a few months ago to get a new contacts prescription expecting to use my vision insurance. I arrived and look through some lenses and machines, so far so good.

Then I go to the doctor and they examine my eyes. They said I have some mild condition on my eyes (a 3-letter acronym got thrown around that I don’t recall) and recommended I use some eye drops for a week. I have no idea what they mean because my vision has felt the same. I don’t usually use eye drops so I would need pay out of pocket. They also said they could not proceed with my giving me a prescription for contacts because they “found something”. The also said that because they “found something”, they have to charge my medical (not vision) insurance for the copay.

I’m pissed. I have to shell out about $150 just because they found something. Whatever, I’ll do it. Go back the next week and they said it’s better now so they are able to proceed. The receptionist even told me it’s illegal for them to prescribe contacts if they don’t perform that eye exam. I’m still pissed because I’m charged for the result of the exam, even though I didn’t ask for it. By the way, my prescription stayed the same.

A few weeks later my medical insurance sends me a bill for the remainder of their claim. I’m charged even more for the exams they did.

Is this normal? I’d be fine if that’s how things are but I’ve never experienced this before
