Employer Forgot to Send Termination (Please Help!)

I quit my job through which I had insurance (FL Blue Cross), and bought my own insurancewhich started the month I wasn’t working. I told my employer that I wasn’t going to do Cobra and thought they would figure out the rest on their end.

I have since used my new insurance and they are now not paying for anything (thousands of $$$), saying that I have another primary insurance that will pay for it (from the old job that appears active). The employer insurance is not active and no one is paying for it.

I contacted my old job and HR said “the insurance broker didn’t get the termination letter” which they resent. It’s been 3 weeks and nothing has been updated, and 3 months since I left my job. HR said that they will not call my current insurance to update them. (Hope they’re not spiting me because I left.)

How do I expedite this and make sure it’s getting handled? Can I contact the broker myself? My active insurance from marketplace is saying that they have to wait for the broker to update the system.
