Emergency in Mexico with Kaiser. Is this a bill?

I had an emergency appendectomy in Mexico on New Year's Eve, while I was on a trip. My insurance Kaiser paid the hospital bill directly through a third party (Falck Global Assistance) back then. Early this month (April) I've received a letter from Kaiser.

The letter says I'm responsible for my cost shares of $8550 after Kaiser health plan reimbursed the third party. That amount seems to be the out of pocket max of my insurance with deductible and co-insurance. The letter doesn't specifically say it's a bill and there's no specific due date too, but it says please forward the amount within 30 days of receipt of this letter.

I called the number on the letter, the person (Kaiser) on the phone says the bill is still being processed, and I don't have to pay at the moment. My Kaiser web account also has $0 amount due, and doesn't have bills relating to this.

Should I pay as the letter stated within 30 days, or should I wait for an actual bill (however long/if that happens)?
