Domestic travel insurance for out of state health care?

Hello, I have an Empire Blue (Anthem) HMO public plan for NY state. I bought this silver plan from the health exchange. The plan says that if I’m out of state, only emergencies will be covered.

Last year, I threw my back out while in California visiting family for the holidays. It wasn’t ER worthy but I couldn’t walk normally for days. It was extremely painful and it was questionable if I could bear a plane trip back to NY for care. A physical therapist in California would have helped. Thanks goodness nothing worse happened to my back.
If I throw my back out while traveling again, what is a good way to get a physical therapist visit covered? I am not sure if travel insurance would cover a “non emergency” service. Empire Blue is part of the “blue card” network, but, I think that just means the emergency services I can receive while out of state. I fully expect Anthem to treat anything short of an ER visit as “non emergency” and not covered.

I’d just like to be covered for normal health care issues such as a bad back, while traveling out of state.
