Does it make sense for these codes to be billed simultaneously?

99395 – CPT® Code in category: Periodic comprehensive preventive medicine reevaluation and management of an individual including an age and gender appropriate history, examination, counseling/anticipatory guidance/risk factor reduction interventions, and the ordering of laboratory/diagnostic procedures, established patient

CPT® code 99214: Established patient office visit, 30-39 minutes

Am I crazy or are these essentially the same thing? We went to our first OBGYN appointment since getting pregnant through IVF, and putting aside the fact that we got charged $500+ for an ultrasound that cost us $100 out of pocket at the fertility doctor, they billed these two codes together and we may still be on the hook for another $800+. What gives? Do I have a leg to stand on in fighting this? We only spent about 30 minutes with the doctor in total, so it seems ridiculous to claim she did both of these things in that time.
