disabled / buying property in aca participating stata for coverage

Im 52 and have a neurological / inner ear damage problem. I lost everything financially but my house, I had over 250k in retirement savings that’s long gone, I haven’t worked since 2015 due to my vision and balance issues along with chronic migraines. I had to sell and move to a more affordable state back in 2016 due to insane property tax in my old state. I got denied social security disability after 5 years of appeals for the system I paid into for 30 years. .I have no income but my wife has a minimum wage job that buys food and pays the light bill. Our state has no help for scumbag losers like me but the next state over, that’s less then an hour away is now participating in the ACA and gives free insurance to low income . Can I buy a cheap 10k house over there (there are a few dozen crappy houses listed at any time under 20k over there) and say I live there to get insurance so I can get a proper diagnosis and help with my health conditions? I need mri’s of the inner ears, brain scans along with herniated discs in my neck treated. How could I make the other state my residence address for insurance qualifications with my wife still living at our original home with both of us on the deed. Is any of this possible?
