Didn’t have Marketplace coverage in 2023, nor is there any record of an application or tax forms on my Marketplace profile, nor did I receive a 1095-A in the mail. Yet, I am getting emails from Marketplace claiming that I should have gotten a 1095-A. Can’t call because I live abroad now. Help?

Hi, everyone!

While finishing my taxes today, I checked my email and found something from Healthcare.gov about a 1095-A form, which the email claims I was issued this year "because I received a subsidy." Turns out they sent a similar email last year, too.

The problem is that I didn't apply for health insurance through the Marketplace this year — I haven't even lived in the U.S. since early 2022. I (thought) I cancelled everything before I left, and called the customer service line and my old health insurance company to confirm. I logged in to my old Marketplace profile and could only find an application for 2021. No tax forms for this year, nor even an application. Just the one I submitted in 2021.

I'm very confused by this, and the only thing I can think of that could've happened is some kind of hiccup with the cancellation (I understand that Marketplace will automatically renew your plan annually unless you actively cancel it, which I find outrageous).

Anyway, I'm really concerned about potentially owing a ton of money to the IRS for health insurance I didn't apply for and don't even know about, and I can't call Marketplace about it because (go figure) they don't accept international calls. Nor can you add an authorized third party (such as my mom) to the account electronically — you have to mail or fax them a form, which are not good options. I'd like to not have to waste hundreds of dollars and fly thousands of miles back to the U.S. just to call a 1-800 number.

Kind of at a loss here — has anyone encountered a similar situation? Is this an emergency that I need to fly back for?
