Custody arrangements vs insurances – I need insight! Tricare

My kids father has dental, vision, health coverage for them. We are separated.

He refuses to get them a dependent ID card. Primary custody is with me so manage all appts.

He refuses to allow me to provide his social for billing purposes (ID fraud) and refuses to provide it if I ask them to contact him for demographics. One sent a bill to his address and he made claims that I was in breech of using his PHI.

I attempted to contact Tricare to get info and they said he needed to complete a HIPPA form. When I mentioned this, he accused me of trying to access his health info.

Then there’s the issue of him refusing to reimburse if I use an out of network provider. I said I’d take care of the cost and he somehow requested they not bill his insurance? Now the insurance is requesting a copy of the court orders to determine which insurance to bill first? I wound up getting them double covered for dental because of all these issues. Once I did that, he warned me if I didn’t have his insurance billed first due to the birthday rule, then I would be committing insurance fraud.

So basically, I need someone who really knows the legalities and complexities of the insurance world to help me out.

Is it possibly to exclude his insurance and request to only have mine billed?

What is truly needed to bill Tricare demographic wise?

Are there options from Tricare that you know of that may benefit me regarding proof of insurance? Are there loopholes to getting these things sorted? What do you suggest my approach be from a professional in the insurance world?
