COVA Health Aware vs Tricare YA Select?

I'm about to become a VA state employee and I am trying to compare my current health insurance vs what the employer can provide.
There is a lot of information and it is starting to confuse me. I am currently riding on Tricare Young Adult Select as a dependent, but there aren't many providers that accept it where I am moving to, so I'd have to rely on OON care. Currently, getting my wisdom teeth extracted is a priority and I want to do it for the least cost possible.

The monthly premium for Tricare is $311 per month, which seems ridiculous compared to the semi-monthly premium for COVA at $8.50. I haven't used the Tricare at all except for 1 urgent care visit, and I also put off seeing a doctor because… well I procrastinate. Yet, they have been bleeding $311 out of my parents for no reason all the while.
With COVA Health Aware, general wellness and preventative care s $0, while doctor's visits are 20% coinsurance AFTER the 1,500 deductible. COVA also has HRA benefits. The Tricare plan has a $188 deductible and in-network care co-pay is $31, but again I'd most likely have to go OON for $50. It seems that preventative dental is 0$ with COVA under Delta care, while Tricare has nothing.

It seems like Tricare might still be the better value, despite the monthly premium and lack of dental. There is so much more, and that is why I am a little lost so if anyone has experiences/thoughts on this please comment!
