Company refusing to let me waive benefits?

Got told I need to go in and enroll or waive health insurance benefits for job, if I dont submit in time it automatically enrolls me. I declined coverage. But it won't let me waive their "wellness program" or subsequently submit my enrollment/waives.

So basically it takes you through bullet point selections, you enroll in your option or waive the benefit. I go through all the bullet points, declining to enroll in their medical insurance. I get to a selection for a "wellness program," supposedly at no cost because the employer pays. But it says to enroll in the wellness program you HAVE to enroll in the medical insurance. It says to decline it, click the waive button below. But there is no waive button. It will momentarily flash for a second, but it wont let you click on it, and then it disappears.

So there is no way to waive the benefit. The only way to continue is to enroll in the insurance, and be forced to enroll in their wellness program. I dont want that and cant afford it. Not enrolling in the plan, it keeps the tab yellow, as incomplete. It wont let me submit my final selections until a selection is made for this stupid wellness program. I tried asking the HR person at work but she doesnt do the insurance, the guy who handles the insurance stuff is never at our location to answer. She suggest I just "enroll in the insurance and wellness program, to submit my forms and then try to un-enroll from both the insurance and wellness program later. But won't I just get forced to pay for health insurance I dont want for many months or a year? Is their insurance now MANDATORY and I am not allowed to decline?
