Cochlear implanted toddler- qualifying for Medi-cal?

First and foremost, I do not intend to be offensive in anyway by associating cochlear implants/hearing loss with disability. I’m simply trying to give my toddler the best care possible.
My (California resident) son has bilateral cochlear implants. This was a result of severe bacterial meningitis. Because of this, we have faced many challenges in addition to the regular learning curve associated. He has partial insertion on both sides only, so his clarity is likely limited. This was due to the ossification from meningitis. Also, he is now with the regional center on a global program as high risk for autism. He does not have an official diagnosis, but is getting PT/OT 3 days/10 hours.
My income does not qualify us for Medi-cal. However, I’ve heard the regional center or someone can submit a waiver or exemption for a child that is “disabled”. With this waiver, income is no longer considered. Nobody seems to know if his hearing impairment qualifies though. From what I’ve read, he should automatically have disability for 12 months then would be able to continue it if his HINT (hearing) score is 60% or less. He still only has one word, so should definitely qualify?
My wife quit her well paying job and we completely changed our lifestyle to ensure he gets the care he needs. The amount of one on one learning, appointments, etc makes it almost impossible for her to work and give him the opportunity he deserves.
The financial strain is becoming real. I’m dipping into assets heavily and she has been denied everything from paid family leave (lost claim, waiting 7 months now, no answer), denied IHSS or being an IHSS caregiver for him, denied unemployment, and now can’t find to seem who or where to talk about a Medi-cal waiver for his, seemingly qualifying, “disability.”
If I do get them Medi-cal, is it worth it? I have the option of family Kaiser through my job, but that’s still $1400 a month for family. I see that you can get Medi-cal Kaiser as well. Anyone have experience with that?
I want to save money but don’t want him to end up with terrible care. Any advice or insight would be appreciated.
TL;DR- can a child qualify for Medi-cal, SSI due to having cochlear implants? Is Medi-cal any good, or not worth the savings?
