COBRA and possible MEDICAID gap question

Hello. We live in Arizona. My (38) husband (36) started work July 12th, because of work regulations he will not be able to insure the family until Sept 1st. His former employment ended on June 30th. Currently, my husband and I are uninsured. One daughter is on long-term care (totally separate from this), and our younger daughter (3) is on Medicaid. Our youngest daughter is due for Medicaid renewal by August 6th. Due to my husband's new salary, we highly doubt she will still qualify. Our COBRA election period ends on Sept 1st (the same date as when the new insurance should kick in). Our COBRA plan is $3,500/month, which is a lot of money for us.

1) Should we wait and only apply to COBRA if we need to seek medical attention during this gap? Or is it wiser to elect COBRA before then? (My daughter and I have several medical issues, but currently, I have been skirting by with no appointments.)

2) Can our daughter's Medicaid cover until the end of August, since the renewal deadline is August 6th? If not, is there a way to determine if we can qualify for a temporary coverage extension?
