Claim denied, doctor’s office seeking full amount of claim submitted to insurance

I recently had a doctor's appointment with a clinic that should have been covered by insurance. The doctor put in a code that made it not covered. I called insurance and they told me to have the clinic resubmit the claim under a different code. The clinic told me they can't do that bc it's insurance fraud.

The cash price is significantly less than the insurance price they submitted, but the clinic is telling me I cannot pay the cash price because they submitted it to insurance. It doesnt matter that it was denied. The clinic initially told me it was a violation of HIPPA to give me the cash price. When I pushed further they said it was a violation of their clinic policy and agreement with the insurance company and they absolutely cannot give me the cash price. So am I stuck paying the amount submitted to insurance which is over double the cash price? This feels so wrong. What are my options?
