Cigna Chemical Peel and Dermabrasion Transgender?

I'm trans and working with Cigna NY on a OAP plan.

Under my coverage my transgender champion has confirmed that I do have coverage for chemical peels and dermabrasion if it is reviewed and approved by a medical director. I'm struggling to understand what justification I need to make in order to get it covered in my dermatologist's letter to my insurance.

I have some scars from a gender affirming surgery on my face including on my nose, and will have 6 more across my body next week. I also have scars from the laser hair removal and electrolysis which I'd like to reduce.

I've asked my champion (case worker) multiple times how I can get coverage for it and what the intended use is and she hasn't been able to give me a firm answer.

Per the first document I have coverage for Skin resurfacing (e.g., dermabrasion, chemical peels) limited to facial CPT codes 15780, 15781, 15782, 15783, 15786, 15787, 15788, 15789, 15792, 15793. But there is nothing in the second document about gender dysphoria specific treatments.
