Cigna $0 denial causing problems

I hope someone can give me some advice here, my head is about to explode.

I was prescribed Zepbound. I knew ahead of time that my Cigna plan will not cover it. With a savings card from Eli Lilly I'll be able to to afford it. Without the savings card it's out of the question. The savings card will only work properly if insurance denies coverage for the medication. Instead of flat out denying it, Cigna marked that it is covered with a contribution from them of $0. This is causing the savings card to not work, leaving me on the hook for $1,000 a month.

I've been around and around and around between the pharmacy, Cigna, and Lilly. Everyone is pointing fingers at everyone else. While Lilly and the Pharmacy were helpful, Cigna just can't understand why this is a problem. I got Health Advocate involved, and they have not had luck either.

Anyone know how I might go about fixing this?
