Choosing health insurance? Better insurance at cheaper price?

Open Enrollment is here and I’m given the choice of 3 different health insurances for work. I’m picking between the Consumer Choice (HDHP) vs. Basic PPO options here. I’m trying to figure out if I’m missing something, cause the HDHP costs $13 weekly while the PPO costs $33. But it looks like the benefits for the HDHP are better: lower OOP max, higher coinsurance at a slightly higher deductible and lower premium. Unless I need prescription drugs it seems the HDHP is the way to go. I’m planning to use this insurance to possibly cover jaw surgery for sleep apnea, possibly out of network which shouldn’t make a difference in this case but looking in-network as well. I’m aware of balance billing. OON deductible, OOP max, coinsurance for PPO would be $3100, $8000, and 50% based on two times Medicare reimbursement rate. HDHP would be $2300, $6000, 40% based on two times Medicare reimbursement rate.
