Cancelling CoveredCA and How to prove I was out of country to avoid California Health Insurance Penalty?

We have had CoveredCA health insurance from jan1-Now. However we left California to live abroad since end of January and dont plan to return until June 2024.

How do I prove to California when i do my taxes that i was not in California? I am assuming we needed health insurance for the month of January, but wasted my money on the subsequent months since we are not in California anymore. Do they just know we are not there since there are stamps on our passports? When we go back in June 2024, can I enroll in CoveredCA? Again how do they know I was abroad and come back to California as a life changing event? I believe I can enroll in CoveredCA in June2024 when we go back, but if I cant and I get a penalty, would the penalty be for half the year since that is how long I will be staying in California? Is there any reason not to cancel my CoveredCA now for 2023, if I know for sure I wont be back in the USA until Mid 2024? submitted by /u/StoryLover
