Can you apply for marketplace insurance or Medicaid when your child has coverage through other parent and step parent?

My husband has really good insurance through his work. I'm on it, my 2 sons and stepson are also on his policy (anthem BCBS ppo). My husband is responsible for insurance coverage of his son according to their custody agreement. The issue is his insurance might be temporarily suspended if the UAW goes on strike in September. I have additional insurance through my job, and this insurance is also pretty good. It's premera BCBS PPO from Amazo. It's not quite as good as his but is definitely comparable. He let his sons mom know that we we could add the son to my plan because we were afraid that his coverage would be lost (I added my husband and the 3 boys to my plan). His insurance is the kids only insurance so I didn't want any of them to be without, and it's costs us no different wherher we add 2 kids or 3. We only plan on keeping this coverage during the potential strike period because we are having to pay more out of my check to add them all plan.

At first, the mom didn't have a problem with adding him. She never had any questions or asked us for details about the policy. So today my husband sends her a picture of the new insurance card and she freaks out calling it "trash insurance" (the copay is $10 more)….and she is demanding we remove him from the policy so she can sign up for state health insurance or marketplace insurance (not really sure which) but she claims we only added him to insurance so he could pay less child support (not even sure it would change his child support). She also has insurance from her work for herself but doesn't have the child on her policy. It seems like she's trying to take advantage of the system. Can she force us to remove him from the insurance so she can put him on state insurance which she claims is better???
