Can Someone Explain the Medi-Cal Law?

I recently was able to find a good doctor at an urgent care clinic who is also a family doctor. I just found out I have to be referred to a lab to get my bloodwork done since I am under medical and the clinic charges a convenience fee and they are unable to do blood work even if I am okay and giving consent to pay for the fee out of pocket.

I even called my insurance to see if I can have a note or complete paperwork with my consent to do my bloodwork at my doctors with me paying out of pocket. The person told me the clinic was right about the law and there was no way to make any note on my file. I am in California.

I know this is an issue with the clinic but I am having trouble understanding the law and with my situation.

I have the right to complete any blood work at my doctor's office if they have the resources and equipment. Any referral beyond their abilities to be referred to a lab. I have the right to pay any fees that are convenient and not covered my insurance.

What I understand is that healthcare places cannot charge fees for patients who are in medical as we are low-income and shouldn't pay extra to receive essential care. I don't drive and my doctor's office is walkable which is why I am okay with the fee.

I am just annoyed with the restrictions. Has anyone experienced something similar?
