Can somebody help me figure out the steps to pay for an out-of-state ER visit through OHP?

OHP is the Oregon Health Plan.

I was away from home in Hilo, Hawaii for about one month and had to visit the ER for a stomach condition resulting in severe dehydration. Stupidly I did not mention that I have OHP, but I do (and did long before I went to Hawaii). I was under a level of stress that is not very usual for me due to not having had water or real food for nearly a week at that point.

I've just received the bill for it. I am hoping that the nearly 7 grand can be paid off using my OHP because that's more money than I have currently, and I needed an IV to not succumb to my thirst. So I'm wondering….

Can I still report this to OHP? Do I have to provide medical information to OHP, or will they see that it's an emergency room visit and just cover it? The website just says that they cover out-of-state emergencies.

I'm hoping that I can report it and get it paid, at least partly, because if not I have no idea how I'm going to be able to pay it off. I'm just not sure what to do now.

The previous time I called OHP I couldn't get in touch with a real person but it's been a long time now. So please help me figure out what to do, or if you have any relevant information then I'd really appreciate it.
