Can insurance company reorder/redo which charges from same day accident are applied toward my Out of Pocket maximum?

My son had an injury while playing football and the league has insurance that is considered a secondary insurance. So they will only cover anything that my insurance didn't pay but not all charges associated with this accident are covered by this sports insurance. My primary insurance company charged things like labs and IVs toward my Out of Pocket Maximum first and I reached the OOP maximum ($1900) by the time some of the more costly expenses that this sports insurance would cover. However, my EOB statement shows I was responsible for $0. So if my insurance company would have applied the $2000 ER bill toward the OOP max first and I was responsible for $1900 of that, then I could recoup all $1900 I paid OOP. I don't know if certain charges/procedures take precedence on what gets applied toward the OOP max first or if it is just random. If just random but yet greatly impacts someone like myself, would an insurance company ever reorder which charges applied to the OOP first?
