Can I request test results? CA

I had some blood test done on me April 27th, 2023. The very next day I had a call from the doctors office asking if I had time to come in as they had a cancelation and would like to go over my results. I asked if it was urgent but they couldn't tell me since they weren't the actual doctor, because of this I said I couldn't since I had work and I needed additional tests that I still needed to go to so I made an appointment for a later date. I was really surprised by how fast they called me so I asked if I could possibly get a copy of my results so I can look them over. At that they said no, that it was office policy that they couldn't relase them to me until I went over them with a doctor. To me it doesn't sound right but I'm not too familiar on the rules. I sent them a follow up email requesting them and to confirm that it was their policy to retain them and if they could send me a copy of said policy. They never did, I sent a follow up email and nothing. Today I got a call reminding me of my appointment and if I was still going. I said yes and asked if they had received my email. Lady said they don't check that email and only use it to send medical records which is what I asked for. Also, I've emailed that email in the past for records and they replied to me, it's where I sent my hipaa release form giving them permission to email results to my email. My question is, do they have to send me my results when I request them or can they hold off until the doctor goes over then with me? I haven't found a lot of answers online, the only thing I saw that could stop them from releasing them is on the mbc.ca.gov,

"the results shall be disclosed to a patient in a reasonable time period, but only after the results have been reviewed by the provider."

To me this means that as long as the docotr saw them before me it should be fine. Sorry for the long text
