Can I Refuse Getting Transferred Back

My baby was transferred to UCSF from Kaiser because they thought his condition critical enough to be a candidate for ECMO, which UCSF does and Kaiser doesn't. Thankfully he's doing better now and no longer needing ECMO. That also means he might be transferred back at some point because he no longer needs care above what Kaiser can provide. We've grown to like it here at UCSF very much and so I'm wondering if there's some way to have him stay here for as long as possible if not through his hospitalization to release to home (which could still be months).

For context, I'm employed through Kaiser and so have Kaiser coverage. My wife works, but we'd opted not to elect coverage with her employer since her coverage would have to be primary and was more expensive.

So the question(s) is, can we refuse to be transferred back? Or can we somehow get coverage now to get insurance accepted by UCSF? Or somehow pay the difference of what Kaiser would be willing to pay (if they'd be willing to pay some portion at all)? Or just pay out of pocket (which for PICU stays we've heard can be exorbitantly expensive)?
