Can I get a non-payment terminated policy reinstated?

Long story short, I wasn't able to work – at first because of my car being stolen and not being able to get to work (and no, a $100 one-way Uber was not an option), then, I got held at gunpoint 5 weeks later in an attempted carjacking and went on short term disability for 6 weeks and still haven't received any payment for the STD… 8 weeks later. So, because of these 2 things, I couldn't pay any of my bills, health insurance included and had my policy terminated.

If I got to the Anthem BCBS customer support and explained what happened and gave case numbers and all that joyful stuff, is it possible for them to reinstate the policy? Supposedly I will get all of my STD payments on Monday and would be able to pay it then. Do they even have the power to reinstate? If not, what do I do??

Yes, I think I have Medicaid through Colorado, but it does not cover any of my medications and my providers don't accept it.
