Can GEHA take legal action against me?

I recently got a letter in the mail from GEHA stating:

"Dear Member:

"We have received information that coverage was terminated on 11/30/2023; therefore, the prescriptions purchased from 12/12/23 to 5/6/24 totaling $4,298.51 for payments made to XXX PHARMACY and CAREMARK SPECIALTY PHARMACY are overpaid.

"You should contact CVS/Caremark…and request an explanation of benefits….

"We ask your cooperation in resolving this matter. Please reimburse the overpaid amount to GEHA, PO Box 952842, St. Louis. MO 63195-2842 and attach a copy of this letter to your refund or you can pay online at geha.com/payment

"If you should have any questions, please send correspondence to GEHA…or contact our Cost Recovery Department…"

"Sincerely…Melanie, Cost Recovery Specialist"

For context, I worked for the VA in 2023, quit, moved to another state, and had my GEHA insurance extended until the end of November 2023, as Anthem insurance with my new job started on 12/1/2023. So, I had insurance for all that time, but some of my prescriptions got billed to GEHA instead, even though GEHA had ALREADY been cancelled. GEHA is retarded and doesn't process cancellations on their end for almost year despite not receiving payments! This was my second time coming off GEHA insurance, and had a similar issue last time, though not to this extent.

So my question is, can they legally come after me for the money? What should I do? I had insurance coverage for that time, but I assume if I just paid GEHA out of pocket, it would be a nightmare to try to get all of those prescriptions rebilled to my current insurance.
