Can covered California make my parent ineligible for private insurance & give them no other option but to sign up under my employer?

Hi I need some help, I’m pretty young & still learning about health insurance. My mom had both of us on private insurance that both of our doctors take. I’m not sure of the reason but they randomly gave us Gold Coast as well. Flash forward to now & mom needs a back surgery or she could become paralyzed. They notified her about a week or two ago that she couldn’t have private insurance along with Gold Coast.. she spoke to people on the phone and they told her that she could keep her private insurance and they stated that they even changed everything in the system for her.. I guess it never changed so she went to one of their offices & they ended up telling her that the only way that she can get any insurance now is through an employer (aka mine because the new 2023 law allows for parents to be consider dependents of their children). & I mean that’s not a problem for me because I love my mom so I don’t mind paying but are they really allowed to give her no other option out of nowhere like that?
