California- Can a young adult get off his parents’ insurance without their cooperation?

I'm honestly not sure what flair to use on this one.

My girlfriend has a nephew with undiagnosed learning disabilities who is probably on the autism spectrum. His parents have him on their medical insurance and refuse to take him off. If he was able to get Medical benefits, his situation would improve, but because of the parents' policy, he is missing out on a lot of help that he could really use.

For clarity, he's a young adult (20). His parents have essentially abandoned him with another uncle, but are just involved enough to undermine him and try to tear him down- for instance, yesterday was the first day of class at his college and his mom had promised him a ride, but changed her mind at the last minute and bailed on him so he missed the first day of class (and might end up getting dropped because of it).

My question is, is there a way to get him off of his parents' insurance? They refuse to take him off, I believe they get some kind of benefits from having him as a dependent even though he's not living with them or getting any help from them. How can we move this forward to get him the help he needs without the parents' buy in?
