Birth control consultation vs office visit (during well women’s exam)

My boyfriend said I need to know what hill to die on, but I think it's about the principle & my understanding of what should be covered. Located in Hawai'i, have BCBS insurance.

At the end of my well-women's exam, I brought up that I've been having increasing menstrual cramp intensity and pre-menstrual moodiness. I knew the solution was hormonal birth control, and my doctor brought that up, so I started birth control. This second part of the appointment was billed as "office visit" and I was charged a $20 copay. However, because I was prescribed birth control (and "issues addressed" on my chart notes birth control consultation), I do not feel that I should have a copay per the Affordable Care Act.
