Billed by two providers for the same CPT codes

Quick backstory – I went to urgent care because I did not have a primary care physician yet upon moving to a new city. Doctor ordered some urine tests, which they sent to Quest Diagnostics. I understand, not many urgent cares have on site lab.

I get my EOB and bills from both the urgent care center and Quest. The urgent care billed my insurance for the same exact 3 codes Quest Diagnostics did (in addition to the visit fee) despite not actually performing the tests themselves. All they did was give me a cup to pee in.

I called Anthem and the representative told me it was billed correctly. This does not seem right to me – or is it? Quest performed the testing in their facilities, the urgent care did not. Why is urgent care billing me for the tests? If I had hit my deductible & out of pocket max I wouldn't care, but I'm not paying $65 that I don't need to. Any advice would be great! Thank you.
