Billed by both hospital and insurance for same procedures?

I had an ER visit a couple months ago and first received a bill from the hospital. I set up a payment plan and have since payed 2 of the 3 payments for the total hospital bill. Last week I got an EOB in the mail from my insurance, and in the cost breakdown for what I owe my insurance, I'm being charged the same amounts for procedures that I'm already paying the hospital. The hospital is in-network. I reached out to my insurance and said the following:

Hello, I received a bill from the provider I visited totaling $559.77. I started a payment plan, of which I've payed $373.18 so far. I recently received an EOB from Anthem totaling $759.77. After reviewing the details of both bills, it appears I'm getting double billed on many of the same services. As far as resolution goes, how should I proceed? I'd like to see if i can get reimbursed by the provider, but admittedly I'm unfamiliar with navigating healthcare billing. Would a conference call between a billing rep from the provider and a billing rep from Anthem be the easiest? Or does Anthem situate things on the back end and keep me in the loop? I've included the bill from x hospital.

Their response was:

For hospital based services it is normal to receive multiple claims for the same procedure. The hospital bills for the use of its facility and equipment and the physician will bill for the actual service they rendered.

Is this normal? I think it's weird that I'm being billed twice, down to the cent, for many of the same costs from the provider and my insurance.
