Base vs HSA eligible health insurance plan if you plan to have high utilization

We are a young, otherwise healthy couple in our mid-30s planning to start a family in the next 12 months and anticipate being high utilizers of medical care during this benefit period, expecting to go over the deductible and reach the out-of-pocket maximum.

Although we have always chosen the HSA-eligible plan in the past, this year we are concerned about the lack of out-of-network coverage, although this would be a rare event and mitigated with a 6-month emergency fund, versus the ability to contribute to an HSA.

We would appreciated any advice on whether we should choose the Base Plan or continue with the HSA-eligible plan under these circumstances?
