Arizona Medicaid and Income Calculations

My mother in law has been receiving medical assistance from through AHCCCS for about 14 years. When my wife applied to renew it, they are now saying she is ineligible for assistance because of her income.

She only receives SSI as her own income, and the rest of what they consider income is the money we contribute to pay for monthly rent and utilities. In the past, our contribution has not counted to put her over the limit, and even now we are getting conflicting information depending on who we talk to with DES.

Is there a definitive way I can find documents saying whether this scenario counts as income and outs her over the limit? She's disabled, if that matters, but it seems the income limits are the same regardless.

I'm wondering if we'll need to try healthcare.gov instead to get some kind of coverage for her. I am having a hard time understanding what AHCCCS covers that Medicare Part A and Part B do not; she is covered by the latter so I'm not sure what we'll lose if we can't get approval for AHCCCS.
