Anyone know how I can get in contact with NYS/NYC waiver/NHTD program (24/7 home care)?

This is a total shot in the dark, but my family and I are a bit desperate at this point and just hoping for some insight/options.

I'll try to keep this brief, but I'm looking for 24/7 home care for my father whose medical condition continues to decline fairly rapidly over time. He's currently on Medicaid on a MLTC (Managed Long Term Care plan) and my family was made aware of NYS's waiver program recently which provides such 24/7 at home coverage/care.

He currently has a day time aide that comes roughly 6 hours a day, 7 days a week, but it's not nearly enough for his condition and especially at night when care is needed the most.

It seems like the agency we should be contacting is WILC (https://www.wilc.org/nursing-home-transition-and-diversion-waiver-program/). My family has tried contacting with fairly good regularity for over a month via phone and email, but we've received no responses or follow-ups whatsoever and the phone calls always go to voicemail.

Understandably, they are probably very busy and short-staffed fielding similar requests for the waiver program but I'm growing increasingly worried that I may never get my dad the coverage he needs at home and my family would like to delay sending him to a nursing home.

If anyone has any insight as to how I can get a hold of someone for the waiver program or perhaps an alternative or just information in general, it'd be greatly appreciated, thank you!
